Just talked with someone from Costco yesterday. They are looking at a possible two more years. They are still waiting for the West Valley store to improve sales, by an addition $4 million annually before they'll consider building the South Jordan location. As others have stated, the construction going on now is a storage facility.

You're correct about the West Valley store sales needing to be higher. CostCo has specific requirements for gross sales for their stores. I was a friend/neighbor of the South Salt Lake store manager. 
 
However, I'm not so sure your $4M number is accurate. That works out to maybe $11K per day. In CostCo numbers, that's hardly anything. That's probably 50 customers. I think their sales would need to be $4M per month more, rather than per year.
