The problem with parking in the street is mainly during the winter months when the snowplows (claim) that they can't get through with cars on both sides. During the rest of the year, at least where sane drivers are involved, it helps to slow people down having cars parked on both sides.
That being said, as Sentinel said, it's your landlady's responsibility to inform you of the rules beyond just use good judgment. As many on this board will attest, not all of the rules put forth by the HOA or their enforcement thereof has anything to do with good judgment.
