We have come a long way, from the original proposal where home owners were going to escrow funds to finish their yards when the home was purchased.
So here are the loopholes for you folks that have purchased a new home recently. Make sure you submit an extension before your initial 12 month window expires. Ultimately you buy your way to 2 years with no landscape in the back. Won't your neighbors be thrilled!!! And then if you sell or loose the home in foreclosure, the yard will stay a dirt and weed lot until the new owners take over and they get a year with the option to whine. Overall, that means a backyard, depending on the homeowners determination or circumstances, could be a barren wasteland for up to 5 years.
Why do we have an HOA? We can have un-landscaped yards without them.
